Globes Real Estate Summit, in cooperation with Mizrahi Tefahot Bank, will set the agenda for a national housing policy for Israel. A long-term national housing policy, which will remain even during changes in government, characterizes every Western country.

  1. Israel must have a clear and unequivocal national housing policy. Such policy must include the establishment of a national authority for urban renewal and affordable housing, which creates a differential policy for the provision of new housing for an extended period. This policy should adjust the housing supply to the needs andof the country's diverse population.
  2. Israel also needs a structural reform in planning which can implemented by planning at national level, which maintains strategic interests alongside with specific planning at local level for municipalities and neighborhoods.

The Globes Real Estate Summit will present the challenges related to the real estate in Israel. It will count with the participation of experts in the field, including entrepreneurs, contractor companies, engineers, architects, appraisers, mediators, lawyers, Certified Public Accountants (CPAs), investors, etc.

Is urban renewal the solution of the housing crisis?

Urban renewal, either by means of tearing down old buildings and building new larger ones (פינוי-בינוי), or by strengthening old buildings and adding top floors with new apartments (תמ"א38) can produce hundreds of thousands new apartments throughout the countries, within the areas of the existing cities, without the need of allocating new areas for construction. Despite the significant potential, this item is not receiving satisfactory consideration from the central government and even faces obstacles raised by the problems by the local authorities. This convention will stress this issue.

This session will deal, among other issues, on the role of the real estate appraiser in the market of unceasing raise of apartment prices - is the appraiser simply an observing factor, or does he influence the land and apartment prices, and the evaluation of the apartment values for getting mortgages.

This session will also deal on the deciding appraisal institution and its influence on the disagreements regarding the improvement taxes (היטלי השבחה), and on his role in urban renewal and the reconstruction projects (פינוי-בינוי and תמ"א 38).

The session "Building Seeds (זרעים של בנייה"") that will take place in this summit will deal with the new stress on the program of Yair Lapid, Minister of Finance.

The real estate bubble caused the price increase and top demand for apartments for rentals and investment. Besides those that achieved a home for living in, there are many still looking for the right opportunity, which suits their budget. Many look at agricultural land as non-return opportunity and long-term investment, where the common trend is to acquire land at low price, wait for the reception of building certificates of approval, and then build your dream home, thus implementing your right to live in your own apartment, or sell the land after getting the required certificates of approval and achieve appreciable financial gains.

The session "Building Seeds (זרעים של בנייה""), which will take place in cooperation with Mizrahi Tefahot Bank, will deal with the new stress given to agricultural land, in view of the program of Minister of Finance Yair Lapid, to implement projects of construction of apartments for rentals, mainly on agricultural land, considering the acquisition of agricultural land, and capability of expropriating it from the farmers. This session will also deal with the confrontation between Kibbutz members and the Israel Land Authority, on the terms for renewing construction in the Kibbutzim, and on the agreements to grant land ownership in the Kibbutzim and Moshavim, as well as forbidden funds.
