The President of the State of Israel, President Shimon Peres, who is on a state visit to Moscow sent a special greeting to President Obama in which he congratulated President Obama on his election victory. The text of the letter is below and a signed copy is attached to this announcement:
 
Dear Mr. President, Dear Friend,
On Behalf of the people of Israel and in my name, I would like to express my heartfelt congratulations to you and to the American people on your being elected for a second term. It is a triumph for the American democracy.
 
Israel and America are bound together by the values and principles that they share, and the ties of friendship that link our two countries and peoples are historical and unbreakable.

The President of the State of Israel, President Shimon Peres, commented on the interview given by the Chairman of the Palestinian Authority, Abu Mazen, to Israel's Channel 2 news: "The Chairman of the Palestinian Authority, Abu Mazen, has proven through his deeds and his words that Israel has a real partner for peace. Abu Mazen rejects terrorism, guarantees that under his leadership he won't allow the outbreak of a violent third intifada, understands that the solution to the Palestinian refugee issue cannot be in Israel's territory and to the detriment of Israel's character, and stretches out his hand to Israel to restart negotiations."

Mr. Prime Minister of the State of Israel,

We are living in exceptional times, and a tragedy took place here that was itself exceptional.

We are joined by the ministers of the French government, the representatives of the State of Israel, our ambassadors, the representatives of the Jewish community here in Toulouse and in France, locally elected representatives, the mayor of Toulouse and parliamentarians. All those who contribute to the public spirit.

We are here together because seven and a half months ago, here, in front of this school, a terrorist as brutal as he was cowardly killed Jonathon Sandler, 30, his two children Arieh and Gabriel, as well as Myriam Monsonego, the principal's daughter, and seriously injured a 16 year old boy, Aaron Bijaoui.

The President of the State of Israel, President Shimon Peres, will depart on Tuesday 6th November for a state visit in Russia as a guest of the President of Russia, Vladimir Putin, and will represent the State of Israel at the inauguration ceremony of the Jewish Museum and Tolerance Center in Moscow. At the ceremony President Peres and President Putin will deliver speeches in front of assembled guests and the media.

At the conclusion of the ceremony, the two presidents will meet in the Kremlin for a work meeting with the aim of strengthening and expanding the strategic, security and diplomatic relations between the Israel and Russia.
